Local Program - Position Statement

Administration of the Montgomery County Drainage System

Position (August 2005)

The League of Women Voters of Montgomery County supports responsible and professional management of the public system of drains in Montgomery County.  Drainage is critical to the welfare of the agricultural, industrial, and residential sectors of the county, and affects the quality of life of citizens.

Drainage is governed by State law and managed at the county level by a Drainage Board, with day-to-day work performed by an elected Surveyor.  Administration of the drainage system by the Surveyor and the Drainage Board should conform to best practices of the profession, and stay up-to-date with emerging technologies.  At county expense, officials with responsibilities regarding drainage should partake in relevant training and education opportunities, when appropriate, and conduct their duties according to State law.   The work of elected and appointed official should be open to public scrutiny and disclosure as required by the Indiana Open Door Law.

Citizens have a right to comprehensive, accurate, and timely information about drainage concerns, including financial data about drainage costs and assessments.  Financial bookkeeping for drainage accounts and assessments should be up-to-date, accurate, and efficient.  Information regarding the rights and responsibilities of citizens concerning drainage should be readily available.
